As part of the preparations for the conference, the UAE’s COP28 team arranged a series of ministerial meetings with governments from around the world. Leaked briefing documents reveal plans to discuss fossil fuel deals with 15 nations, including China, Germany, and Egypt, as part of the UAE’s COP28 team’s preparations for the upcoming summit. The documents include proposed “talking points” for China, Colombia, Germany, and Egypt, as well as commercial opportunities for Masdar, the UAE’s renewable energy company. The COP28 team denies using COP28 meetings for business talks and claims its focus is on “meaningful climate action.” The UAE’s actions breach the UN’s standards of conduct for climate negotiations, as proposed projects are not suitable for limiting global temperature rise to 1.5 celsius.
